EXECUTIVE DIRECTOR

 

THE ORGANIZATION

District Council 11, known as the Hamline Midway Coalition (HMC), is one of 17 District Councils charged by the City of Saint Paul to create opportunities for residents to learn about what is happening in their neighborhoods and collaborate with one another and city government to maintain and improve the quality of life in neighborhoods. The HMC service area is bounded by University Avenue on the south, Pierce Butler Route on the north, Transfer Road on the west, and Lexington Parkway on the east.

HMC is a neighborhood-centered community engagement organization that:

  • Develops and supports resident-led initiatives to advance justice and equity in community building, transportation system enhancements, public space improvements, economic vitality, and neighborhood identity;

  • Coordinates inclusive community participation in public policy decision-making and represents the diverse interests of the neighborhood as a whole on a broad range of city governance issues; and

  • Communicates effectively with and for the community on matters of public interest.

RESPONSIBILITIES

The Executive Director provides overall leadership for HMC by ensuring the organization’s work plan, operations, programming, and policies align with its mission and goals. Responsibilities include:

  • Coordinate and support inclusive community engagement on relevant public policy issues, including land use, transportation, sustainability/natural environment, and economic development. Ensure that engagement addresses equity issues and involves marginalized and disenfranchised populations.

  • Develop and maintain the general operating budget as well as budgets for various program areas, as needed. Oversee finances, payroll, contracting, reporting, and other administrative tasks.

  • Provide supervision and support to all staff. Review staff performance on an annual basis.

  • Act as a point of contact for the organization, responding to inquiries, sending out official communications, and speaking on behalf of HMC. Maintain strategic partnerships with the City of St. Paul and other government agencies, businesses, and organizations that affect the Hamline Midway neighborhood.

  • Support, develop, and/or coordinate community initiatives and programs to help the organization achieve its mission.

REQUIRED QUALIFICATIONS

  • Expertise in communications and community relations

  • Excellent interpersonal and communication skills

  • Demonstrated commitment to equity and inclusion, and to working with diverse communities

  • Experience supervising staff and volunteers

  • Ability to manage multiple projects and priorities simultaneously

  • Experience in fundraising, budgeting, and contract management

  • Experience with grant applications and associated reporting requirements

PREFERRED QUALIFICATIONS

  • Experience and passion for sustainable, systemic change, especially as it relates to increasing equity, diversity, inclusion, non-hierarchical leadership, and consensus-based decision making

  • Demonstrated leadership around creating, evaluating, and sustaining projects and programs

  • Skills in facilitation, non-violent communication, de-escalation, and engagement

  • Experience in governance, organizational development, and program development and evaluation

  • Familiarity with the Hamline Midway neighborhood, the city of Saint Paul, and/or other neighborhood organizations. Individuals who live and/or work in the Hamline Midway neighborhood preferred.

THE POSITION

This is a full-time, salaried, hybrid position. Evening and some weekend work is required. The starting salary range is $63-68,000. Benefits include a stipend for health coverage, retirement contribution, paid holidays, and generous earned PTO.
