Taco Bell Permit Appeal

The appeal was successful! The City Council voted 7-0 to grant the appeal at the September 16th council meeting -- thank you to all of those who submitted comments to support this effort. 


The Hamline Midway Coalition submitted a formal appeal of the conditional use permit and variances recently approved by the City of St. Paul Planning Commission for the Taco Bell store located at 565 North Snelling Avenue. The company that operates the location, Border Foods Inc., submitted a permit application that proposes removing the current building, constructing a new store in its place, and improving the drive-thru. Despite the Zoning Committee’s recommendation against issuing the permit, the Planning Commission approved the conditional use permit at their August 7, 2020 meeting following City staff’s recommendation.  

As a result of HMC’s appeal, the St. Paul City Council will review this conditional use permit at the September 16, 2020 meeting. Since the appeal is based on an error of finding, fact, or procedure, comments should address what is already in the public record from the Planning Commission consideration of the application, not new issues. The deadline to submit comments is 12 noon on September 15.
